BV latest lists

What is it with the list having new cases on where the deceased died years ago?  Is this as I suspect that they have become entitled to money from other estates or just late filing by the local council?

Probably TSol have been given a list by an insurance company or bank with policies they hold, where they have death certs, but there has been no claim; the majority of these are low value, also be warned there can be huge costs/tax to pay if a claim is not made within 2 years of death.
